Finance
The Department of Finance is the
fiscal office of the City. All receipts and disbursements are administered
through this department. Responsibilities include financial planning and
reporting, taxation, utility receipts, payroll and retirement systems, cash
and investment management, debt management, risk management support,
purchasing, and fixed asset management.
The department's goal is to provide
accurate and timely records, to invest all of the City's idle funds safely
and in compliance with the Ohio Revised Code, to be at all times fiscally
responsible, to assure that debt and obligations are settled in a timely
manner, and to maximize revenues to which we are legally entitled.

The Position
– The Finance Director is a full-time salaried position, appointed by the
Newton Falls City Council and working under the direct supervision of the
City Manager. Acts as the chief fiscal officer and directs the financial
affairs of the City. Shall have all the powers to perform all of the duties
as may be provided by the Charter of the City of Newton Falls, Ohio. The
Finance Director is responsible for:

Keeping accurate statement of all funds received and expended;

Keeping accurate records of all property owned by the City;

Keeping accurate records of all taxes and assessments;

Having the authority and shall be required to keep the financial records
of the City;

Acts as advisor to the Manager concerning the financial condition of the
City;

Examines all payroll, bills and other claims against the City;

Shall issue no warrants unless he/she finds that the claim is in proper
form, correctly computed, duly approved and that an appropriation has been
made therefore;

Collects all funds due and payable to the City;

Shall be the custodian of all of the City’s funds;

Shall disburse funds, as may be required by law or ordinance;

Shall assist the Manager in the preparation and submission of
appropriation measures, estimates, and other financial matters;

Authenticates by signature and records all financial transactions.
The Current Finance
Director –
Marcia Cunningham began her service with the City of Newton Falls in 1996
and was appointed Finance Director in the fall of 1997. Marcia has a Masters
in Public Administration degree from Kent State University. She also has a
certification through the National Development Council as an Economic
Development Finance Professional.
